Changes to IRC Rules For 2013

The following Rule changes come into effect on 1st January 2013 (1st June 2013 for South certification year).

* Rule 11.1 is amended, Rule 21.6.1 (b) re-numbered as Rule 11.2 and new Rule 11.3 inserted to permit IRC Rule Authorities to make national prescriptions to IRC Rules.
* Rule 17.2.2 is amended to clarify that variable (ie water) ballast is not included in Measurement Condition.
* Rule 21.3.4 (c) is amended replacing spinnakers with spinnaker pole to correct an error.
* New Rule 21.1.5 (h) is added to prohibit sails with detachable pieces.
* A new definition of Headsail Upper Width (HUW) is added and Rule 21.7.1 amended to incorporate HUW in the calculation of HSA and delete HHB to close a loophole in the calculation of HSA. All references to HHB are deleted.
* A new definition of Headsail Foot Offset is added and Rule 21.7.1 is amended to limit Foot Offset to close a loophole in the measurement of headsails.
* Rule 22.4.2 is amended by the removal of the option of Crew Number with crew weight (Crew Number x 85 kg) becoming the default limit. Rule 22.4 remains changeable by a Notice of Race.
* The definition of E is amended to close a loophole.
* The definition of Heavy Weather Jib is amended to be consistent with the ISAF OSR definition by removal of the ban on reef points.
* Typographic corrections without any changes in meaning have been made to Rules 8.1.2, 21.7.3, and the definition of MUW.
